Remember the anti-trust lawsuit against Microsoft ? That lawsuit was filed because of exactly this reason. Earlier versions of Microsoft windows didn't let anyone uninstall IE from Windows. This feature of disabling IE was introduced only as a reaction to that lawsuit.
